Why parts and workers matter

Maintenance is more than sending a ship to a yard. It depends on skilled workers, engineering capacity, dry docks, spare parts, contractor performance and accurate planning before a job begins.

The GAO identified four broad challenges affecting maintenance performance across submarines, surface ships and carriers. Its findings pointed to fragmented efforts, limited sharing of lessons among Navy organizations and problems tied to parts availability.

The GAO said the Navy agreed with all four recommendations in its intermediate-maintenance review. By 2025, the agency said the Navy had supplied evidence that it was tracking some data on planned and actual maintenance start dates, completion dates and costs.

That is a meaningful administrative step, but tracking data is different from eliminating delays. The more consequential test is whether commanders see a sustained improvement in ships being ready when planned.

Readiness is not fleet size

Debates over naval power often focus on fleet size: how many ships the United States has compared with China or other rivals. That number matters, but the usable fleet at any moment can be smaller than the total number of ships on paper.

A ship in a lengthy overhaul, awaiting a part or restricted by a mechanical problem cannot perform a normal operational mission. Conversely, a smaller fleet with dependable maintenance and strong scheduling can generate more available ships than raw hull numbers might suggest.
