USS Connecticut is one of just three Seawolf-class submarines, which makes every lost year matter. Its long repair shows how one accident can ripple through an already strained undersea fleet.
The U.S. Navy spent four and a half years and about $80 million repairing a Seawolf-class nuclear submarine, USS Connecticut, after a 2021 underwater collision. The submarine is scheduled to retire in 2031, leaving only a short window for the Navy to get value from a repair effort now being described as a mess.
The numbers sting because USS Connecticut is not an ordinary vessel. It is one of only three Seawolf-class fast-attack submarines, a small and unusually capable fleet whose availability matters at a time when the Navy is trying to maintain undersea pressure in the Pacific.
A costly return to service
USS Connecticut, also known by its hull number SSN-22, has been sidelined since October 2021, when it struck an undersea mountain while operating in the South China Sea. The accident damaged the submarine’s bow and sonar dome and injured 11 crew members, according to accounts of the incident and the Navy’s investigation.
Forbes reported that repairs to the boat could exceed $80 million and that the submarine has been undergoing final work at Puget Sound Naval Shipyard and Intermediate Maintenance Facility in Bremerton, Washington. Much of that work took place in Dry Dock 5 during an Extended Docking Selected Restricted Availability, the kind of industrial maintenance period that can tie up scarce shipyard capacity for years.
That is the core of the criticism. A submarine that cost roughly $3.1 billion to build may well be worth repairing. But if the Navy inactivates USS Connecticut in 2031, the boat may spend only about five more years in the active fleet after a repair period of roughly the same length.
Seen that way, the $80 million figure is only part of the story. The larger cost is time: crew time, shipyard time and years in which one of the Navy’s rarest attack submarines was unavailable.
Why Seawolf boats matter
The Seawolf class was designed near the end of the Cold War as a high-performance answer to advanced Soviet submarines. The Navy once planned to build 29 of them, but the program was cut to just three after the Soviet Union collapsed and the price became hard to justify.
The three boats that were built are still regarded as among the Navy’s most capable fast-attack submarines. They were designed for speed, stealth and combat power, with more room and weapons capacity than many later attack submarines.
That rarity changes the repair calculus. Losing one Los Angeles-class or Virginia-class submarine for maintenance is painful. Losing one of only three Seawolf-class boats removes a third of that tiny class from the board.
The Navy ultimately moved toward the smaller and more cost-conscious Virginia-class program, while General Dynamics Electric Boat continued building nuclear-powered submarines for the fleet. But the Seawolf boats remain a specialized asset, which is why the Connecticut’s long absence drew attention beyond the usual maintenance-watch circles.
The collision was preventable
The 2021 accident happened while USS Connecticut was operating in the South China Sea, a strategically sensitive area where U.S. submarines routinely operate out of public view. Reports on the Navy investigation said the submarine hit a previously unidentified undersea mount while traveling in poorly charted waters.
The Navy’s investigation led to the relief of the boat’s commanding officer, executive officer and chief of the boat. Rear Adm. Christopher Cavanaugh of U.S. Pacific Fleet wrote that no single act caused the mishap, but that it was preventable.
His finding pointed to accumulated failures in navigation planning, watch team execution and risk management. In plain language, the accident was not treated as bad luck alone.
There is a complicating reality beneath that judgment. The ocean floor is not mapped with the precision many people assume. The National Oceanic and Atmospheric Administration has noted that there are more than 100,000 seamounts rising more than 1,000 meters from the seafloor, and only a tiny fraction have been explored in significant detail.
The repair debate is not simple
The strongest defense of the repair is straightforward: $80 million is small compared with the cost of replacing a nuclear-powered attack submarine. A new Virginia-class submarine costs billions, and the Navy cannot quickly manufacture more undersea capacity when a boat is lost or sidelined.
USS Connecticut also had years of potential service left. If the boat returns to operations and performs high-value missions through 2031, the Navy can argue that the repair preserved a scarce national-security asset at a fraction of replacement cost.
The counterargument is also strong. The Navy has struggled for years with maintenance backlogs across its submarine force. Public shipyards are overloaded, and every long repair period can crowd out other work. A multi-year repair for a boat nearing inactivation raises an obvious question: could that labor and dry dock space have delivered more readiness elsewhere?
That is why the phrase “what a mess” resonates. It captures not just irritation over a repair bill, but frustration with a system in which one preventable accident can sideline a major warship for years.
2031 changes the math
The 2031 inactivation timeline is what turns this from a routine repair story into a fleet-planning headache. If a submarine is expected to serve for another 15 or 20 years, a long and expensive repair can be easier to defend. With USS Connecticut, the payback window is narrower.
That does not mean the repair was automatically wasteful. Military readiness is not judged only by years remaining on a spreadsheet. A submarine available during a crisis in the Pacific could matter far more than its remaining service life suggests.
Still, the optics are difficult. A boat damaged in 2021 may return to useful service in the second half of the decade, then leave the active fleet in 2031. For taxpayers, the question is less whether the Navy should repair expensive equipment and more whether it can avoid losing so much time when it does.
There is also the age factor. USS Connecticut was commissioned in 1998, making it a Cold War-era design serving in a very different strategic environment. The Navy has to balance keeping older elite platforms useful against investing money, people and shipyard capacity in newer submarines.
What remains unclear
The Navy has not fully answered the most practical question: how much operational value USS Connecticut will deliver before inactivation. That depends on when repairs are fully complete, how quickly the crew can return to normal operations and whether additional maintenance issues emerge before 2031.
The episode also leaves a broader warning for the submarine force. The U.S. relies heavily on nuclear-powered attack submarines for intelligence gathering, deterrence and potential wartime operations, especially in the Indo-Pacific. But those submarines are only useful when they are at sea, not stuck in dry dock.
USS Connecticut’s repair may prove to be a rational decision under hard circumstances. It may also become a symbol of how fragile naval readiness can be when elite platforms are few, repair yards are busy and mistakes underwater are measured in years.
The clean takeaway is uncomfortable: the Navy did not just spend about $80 million repairing a submarine. It spent four and a half years trying to recover one of its rarest undersea assets before the clock runs out in 2031.
