Lake Powell hits record low as Colorado River cuts loom

The new low at Lake Powell is more than a troubling measurement. It puts a critical Western water and power system closer to operational limits while states await a plan for further cuts.

Lake Powell, the second-largest reservoir in the United States, has reached its lowest water level on record amid the drought-stricken Colorado River crisis. U.S. Bureau of Reclamation data showed Lake Powell at 3,519.91 feet on Saturday, below the previous low of 3,519.92 feet set in April 2023, and less than 30 feet from its hydropower threshold.

That matters across the Western United States: Lake Powell and Lake Mead help supply water to roughly 40 million people, while Powell also produces electricity. The record low does not mean household taps are about to fail, but it makes a long-running water-scarcity crisis more immediate for cities, farms, Tribes and power customers.

A record measured in inches

The difference between the new record and the old one is only 0.01 foot. Yet crossing that line is symbolically important because it shows Lake Powell has fallen beneath the low reached during the Colorado River basin’s severe drought conditions just a few years ago.

Lake Powell sits behind Glen Canyon Dam on the Arizona-Utah border. It was designed as a massive storage reserve, holding water that can be released downstream in dry periods to meet legal obligations and serve communities, agriculture and businesses.

Water levels naturally rise and fall with the seasons. Spring and early-summer snowmelt generally replenishes the reservoir, then levels decline as water is released and used. The concern is that recent seasonal gains have not been enough to reverse a much larger, decades-long drop in storage.

The dam is nearing a power limit

The immediate operational concern is known as minimum power pool. At an elevation of 3,490 feet, water pressure at Glen Canyon Dam would be too low for its turbines to generate hydropower.

At 3,519.91 feet, Lake Powell is now just under 30 feet above that mark. The dam’s eight turbines have historically generated enough electricity to serve nearly 500,000 households annually, with power used across Colorado, Utah, Wyoming, New Mexico, Arizona, Nevada and Nebraska.

Hydropower is valuable not only because it produces electricity, but because dam operators can adjust it quickly when the grid needs extra supply. Losing that flexibility would force utilities to replace the power with other resources, potentially raising costs or increasing reliance on fossil fuels depending on what is available.

A more severe threshold is called dead pool, below 3,370 feet. At that elevation, water could no longer pass downstream through Glen Canyon Dam in the usual way. Experts cited by CNN said they do not expect officials to allow that outcome without drastic conservation measures, but the distance between warning levels is no longer an abstract planning issue.

One river supports 40 million

The Colorado River begins in the Rocky Mountains and flows toward Mexico, supporting roughly 40 million people and irrigating more than 5 million acres of farmland across California, Arizona, Nevada, New Mexico, Wyoming, Colorado and Utah.

Lake Powell and downstream Lake Mead function, in practical terms, like connected savings accounts separated by the Grand Canyon. Together, they hold just under 60% of the water currently stored in the Colorado River basin, according to the reporting.

Lake Mead, the nation’s largest reservoir, also recently reached its lowest level since it was first filled about nine decades ago. When both major reservoirs fall together, water managers have fewer options for shifting shortages from one part of the system to another.

The decline reflects a combination of hotter conditions, persistent drought, reduced snowmelt and decades of high water use. The river has shrunk by roughly 20% since 2000, according to the source reporting, a change that has exposed how difficult it is to manage water promises made under a wetter 20th-century climate.

Cities have options others may not

There is an important distinction between a reservoir emergency and an immediate drinking-water emergency. Water experts say major cities have spent years preparing for shortages through conservation, groundwater reserves, water banking and alternative supplies.

Phoenix and Tucson, for example, know they could face significant reductions in Colorado River deliveries and have pursued backup strategies. That preparation helps explain why experts do not currently foresee millions of urban residents suddenly losing access to water.

Those protections are not evenly distributed. Smaller communities and Tribes may have fewer financial resources to develop costly alternatives, and farms cannot easily substitute another source when river deliveries are reduced. Agricultural cuts can also ripple outward through food production, rural employment and local economies.

That imbalance is central to the policy debate. Broad conservation can protect the system, but the question of who gives up water first—and who can afford to adapt—remains among the basin’s most difficult unresolved issues.

Federal cuts are still pending

The seven Colorado River states have struggled to agree on how to divide future reductions. After years of negotiations did not produce a final deal, federal authorities stepped in and were expected to release a plan setting out required cuts through 2028.

The Bureau of Reclamation and the Department of the Interior said they remain committed to reducing the risk that Lake Powell and Lake Mead drop below critical elevations. What those commitments require in practice will depend on the final rules, reservoir conditions and whether states, water districts and users accept deeper conservation.

There is some reason for cautious optimism: El Niño conditions can bring more rain and snow to parts of the Southwest. But a single wet winter would not erase a structural shortage built over more than two decades. A strong snowpack can buy time; it cannot by itself settle the conflict between shrinking supply and long-established demand.

Lake Powell is a warning margin

Lake Powell’s 3,519.91-foot reading is not simply a new record for a chart. It is a measure of how little cushion remains before the Colorado River system confronts harder choices about electricity generation, water deliveries and mandatory conservation.

The crucial next indicator will not be whether the reservoir rises briefly after a favorable season. It will be whether the basin can reduce demand enough to protect Lake Powell and Lake Mead when the next dry year arrives.
